In the last five years, India has witnessed rapid growth in Capital expenditure (capex) by the central and state governments which is visible in the form of new highways, railway lines, and other infrastructure development projects. Data available from the RBI showed that in the last five years, all Indian States and Union Territories (UT) combined have spent a massive amount of Rs 43.63 lakh crore on Capex. This amount was Rs 24.81 lakh crore in the previous five-year period (from FY14 to FY18). The growth is led by a major focus on infrastructure development by the several state governments. Here is the list of the Top 10 states with the highest spending on Capex in the last five years.

Capital Expenditure or Capex by the government is the spending that goes into the infrastructure development or creation of assets like roads, bridges, dams, schools, colleges, hospitals, railway lines, airports, and seaports. As per the budget estimates all States and UTs combined have spent Rs 11.92 lakh crore on Capex in FY23 recording 16 per cent year-on-year (YoY) Jump from Rs 10.27 lakh crore spent in FY22.

Among the major states, Uttar Pradesh has topped the list by spending Rs 1.49 lakh crore on infrastructure development in FY 23. In the last five years, Uttar Pradesh has spent the highest Capex of Rs 5.31 lakh crore. U.P. is followed by India’s largest economy Maharashtra which has spent Rs 4.39 lakh crore on Capex in the last five-year period from FY 19 to FY23.

At the third spot is South Indian economic powerhouse Tamil Nadu, which has spent Rs 2.84 lakh crore on infrastructure development. It is followed by another South Indian state- Karnataka with Rs 2.76 lakh crore Capex in the last five years. At fifth rank is the Central Indian state Madhya Pradesh, which has spent Rs 2.50 lakh crore on Capex.

At number six is Gujrat with a total capital expenditure of Rs 2.49 lakh crore in the last five years. Gujrat is followed by West Bengal with Rs 2.38 lakh crore spending on Infra. The eighth spot is Telangana Rs 2.32 lakh crore, followed by Rajasthan with Rs 2.09 lakh crore, and number ten in this list is Andhra Pradesh with a total capex of Rs 1.88 lakh crore in the last five years.
